CBAM Self-Assessment Tool

The 8-digit Combined Nomenclature code from your customs paperwork. Only goods within CBAM's scope are listed here — cement, iron & steel, aluminium, fertilisers, hydrogen and electricity. If your product isn't one of these, it won't appear, which generally means it isn't a CBAM good.
The de minimis threshold is cumulative per importer, per year — not per shipment. It never applies to electricity or hydrogen.

Not legal advice. Reflects the CBAM definitive regime from 1 January 2026 under Regulation (EU) 2023/956 as amended by the Omnibus Regulation (EU) 2025/2083. Product scope and reporting fields derive from the Commission's self-assessment tool (v1.1); benchmarks and default values are loaded from the Commission's official definitive-period files (Regs (EU) 2025/2620 and 2025/2621, Feb 2026 editions). Only the Official Journal of the EU is authentic. Current as of July 2026; the rules continue to evolve.

Data sources. Benchmarks: Commission benchmark file for the definitive period (Reg (EU) 2025/2620, Feb 2026 Excel). Default values: Commission file "DVs as adopted" (Reg (EU) 2025/2621, Feb 2026), country-specific where published, otherwise the "Other Countries" values, with the regulation's mark-up (+10% in 2026, +20% in 2027, +30% from 2028). Both files are informational; only the regulations are legally binding. The cost calculation is a simplified estimate of the certificate formula and does not implement every SEFA refinement.
